    The Committee on Finance moved to amend the bill on page seventeen, section nine, line ninety-eight, after the word “contrary,” by inserting the following: “the division may not enter into any comprehensive agreements with a developer after the thirtieth day of June, two thousand seventeen.

    (h) Notwithstanding any provision of this article to the contrary,”.
